County Attorney Vince Ryan Appoints Dahm Assistant County Attorney

Lisa L. Dahm has been appointed Assistant County Attorney to work in the Public Law Group and serve as the Privacy Officer for Harris County. Dahm was sworn in on September 10 at the Harris County Attorney’s Office at 1019 Congress in downtown Houston.

Dahm, an adjunct professor at South Texas College of Law, has published and presented extensively on the Health Insurance Portability and Accountability Act (HIPAA), privacy issues in general and contract negotiations and drafting. She brings with her experience as a solo practitioner, consultant and in-house counsel for major healthcare systems, physicians’ offices, insurance providers and information technology corporations.

At South Texas College of Law, Dahm developed the Contracts Negotiations and Drafting and Contracts Building Blocks courses that are now part of the school’s permanent curriculum. She also served as the Director of Continuing Legal Education for more than eight years.

Prior to her time in academia, Dahm was Senior Manager at Deloitte & Touche, LLP, where she specialized in healthcare consulting services and was a founding member of the firm’s HIPAA task force, which was responsible for developing the firm’s standard methodology for delivering HIPAA services.

“Lisa Dahm will no doubt contribute immensely to the continued success of our Office in ensuring compliance with federal and state privacy and security laws,” County Attorney Vince Ryan said. “We are pleased to have such a dynamic and results-orientated professional on board.”

As the County’s Privacy Officer, Dahm will manage privacy compliance activities to ensure countywide practices, policies and procedures are compliant with HIPAA and related federal and state privacy and security laws. She will also provide general legal services to Harris County’s Information Technology Center regarding privacy and security of information, with an emphasis on HIPAA privacy matters.

“It is very exciting to be back working in my field,” Dahm said. “The opportunity to focus on privacy issues on behalf of Harris County is thrilling.”

Dahm, who graduated with honors and earned her Juris Doctorate from South Texas College of Law, also holds an LLM in Health Law from the University of Houston. She completed her undergraduate studies in Zoology and Psychology at Duke University and went on to log post-graduate studies at Queens College and the University of Wisconsin at Madison.

The Harris County Attorney's Office represents the County, its departments, elected and appointed officials, and employees in all civil matters that involve county business. The Office represents the Harris County Hospital District, the Harris County Flood Control District, the Harris County Appraisal Review Board, and the Greater 911 Emergency Network, which are separate legal entities. The Office also represents the State of Texas in mental health commitments and children's protective services cases and assists Harris County in administration of the guardianship program, which cares for elderly and disabled individuals who are unable to care for themselves.
